There are many ways.One day(if you both are students in a school) just get to him and start discussing a question.You better have a good planning for arguing with the question only.That will make you close up.discuss more times.Do nothing fast or it may cost you.Then get to his home sometimes for somethings like home works etc.Then find a good opportunity(like you can pretend that you got hurt for something and can run to him as he's your best supporter and can have a nice hug,remember the hug should be long and good).That'll make matters even better.Now,its time to enjoy.Take him to take coffee and I am sure now its his turn.He must propose you himself !
